regard...as主要指思想上，感情上“将…看成是”，暗含说话人根据外部情况所得出的估价。如：
Today,Abraham Lincoln is regarded as one of the greatest of all American presidents.
treat...as主要表示行动上“看待、对待”的意思。如：
Although the Negroes were human beings just like the whites,they were not treated as human beings.
